PURPOSE:To synchronously control each step guide vane of a reversible pump- turbine, by controlling the switch motion of a guide vane in the way introducing a revolving speed signal sent from a speed detecton device connected to hydraulic machinery into a speed governor. CONSTITUTION:When a power system load 16 is increased, a revolving speed 14 of a generator motor comes lower than a target value 71 and this upper-step revolving speed deviation signal S01 makes a primary distributing valve 75 go upward. With this motion, an upper-step auxiliary servomotor 76 operates toward 'OPEN'. In addition, a stroke signal S02 of the servomotor 76 makes an upper- step servomotor 20 operate toward 'OPEN' in order to cause a secondary distributing valve 79 to go upward. Opening of an upper-step guide vane 8 is set by the servomotor 20. The stroke signal S02 is transmitted to a cam 80 and makes a lower-step servomotor 40 operate toward 'OPEN'. This servomotor 40 is connected to a lower-step guide vane 9 and thereby relationships of an opening position between guide vanes 8 and 9 becomes equalized.
