Fracture toughness and strength of beta -Al2O3, beta ''-Al2O3, and Na1+xZr2SixP3-xO12 solid electrolytes are increased by incorporating metastable grains of tetragonal ZrO2 in the structure. The ZrO2 occupies from 5 to 40% of the volume of the ceramic. To enable retention of the metastable tetragonal structure at room temperature, the ZrO2 has a grain size less than about 2 mu m and has dissolved in it a rare earth oxide such as Y2O3, CeO2, La2O3 and/or Er2O3.
