PROBLEM TO BE SOLVED: To securely recover a communication system while avoiding stop of the whole storage battery system.SOLUTION: A cell monitoring device of an embodiment comprises: a communication controller which can be connected to a battery management device via a communication line; and a control device that performs start processing of the communication controller during initialization, and controls the whole cell monitoring device. The cell monitoring device monitors a cell module under control of the battery management device. When, in a state in which a voltage of a power supply for supplying power varies and a first voltage which is power supply voltage of the control device exceeds a predetermined operation allowable voltage, a second voltage which is power supply voltage of the communication controller is lower than the operation allowable voltage of the communication controller, the control device performs re-start processing of the communication controller in a period shorter than a period during which the battery management device detects abnormality of the communication controller.SELECTED DRAWING: Figure 3
