The invention relates to a tool for grinding or polishing metal surfaces, which is used for rubbing grinding or polishing paste on the metal surface. In the case of tools which have a tightly packed structure and consist of soft metal or plastic, there is the danger that the abrasive bodies are held firmly in the melt of the grinding or polishing paste and thus lead to the formation of scratches during the grinding or polishing procedure. In order to avoid this, the tool is produced from a binder with metal-powder parts which are embedded such that they are uniformly distributed, the hardness of the binder being lower than the hardness of the metal powder and the hardness of the metal powder parts, in turn, being lower than the hardness of the abrasive bodies in the grinding or polishing paste.
