The agent, useful in e.g. industrial heat exchangers, includes (as necessary components) one or more cpds. from inorganic phosphoric acids, phosphonic acids and organic phosphoric acid esters, together with a polymer having carboxylic radical and structure unit derived from a monomer having ethylenic unsatd. bond. The carboxylic radical is denatured at at least one part to either (1) -CO(OA)a x or (2) - CO(OA9-X-a(AO)OC- (where OA is a 2-4C oxyalkylene radical; X is hydroxyl, 1-4C alkoxy or monovalent phosphate radical for formula (1), and divalent phosphate radical for formula (2); a >=1.
