Arranged above a reflection layer (1) made of aluminium, which is provided on the top and on the bottom with a protective layer (2, 3), is a covering (4). This covering (4) has closed-off chambers (5) filled with air, between which interspaces (6) are situated. On its upper side, the covering (4) is provided with a cover layer (9) which closes off the interspaces (6) upwardly. By means of the covering (4), that is to say its chambers (5), there is formed between the reflection layer (1) and the heating pipes of the floor-heating system arranged above the base an air cushion which ensures a perfect reflection of the heat radiated downwards from the heating pipes on the reflection layer (1). As the air chambers (5) also have a vibration-damping effect, a step-sound damping effect is obtained by means of this covering (5). <IMAGE>
