PURPOSE:To remarkably shorten the information transmission time by switching the code verifying operation of a cyclically transmitted control signal based on a current state to be controlled. CONSTITUTION:A line switching control signal inputted from a cyclic code transmission line is supplied to a decoder 1, and the signal output is presented to a switch 4 directly and through a collating and verifying circuit 2. A switch control signal is outputted to the switch 4 by a control state detector 5 which monitors the control output state. If the current control state is a non-control state (turn-off control state), the switch 4 is so operated that the output of the decoder 1 is supplied directly to an output circuit 3. If the current control state is a control state (turn-on control state), the switch 4 is so operated that the output of the decoder 1 is supplied to the control output circuit 3 through the collating and verifying circuit 2.
