Instrument panel manufacturing apparatus for the vehicles and the control method thereof are provided to prevent the foam layer formation process from being progressed without receiving the panel layer and skin layer. An instrument panel manufacturing apparatus for the vehicles comprises an upper mold(92) in which a panel layer(56) of instrument panel is received, a lower mold in which a skin layer of instrument panel is received, and a first detection unit(70) sensing whether the panel layer and skin layer are received or not. The first detection unit is installed at the upper and lower molds. The first detection unit includes a first sensor(72) which is installed at the upper and lower molds.
