PURPOSE:To protect frame synchronization even if missing of a packet on the way or the like in the transmission takes place by setting a location field representing at which location in a frame a packet generated through the decomposition of the frame exists in a packet header and sending the result. CONSTITUTION:A decomposition means 50 and a packet composition sending means 100 constitute a sender side data form converter and a reception packet decomposing means 200 and a transmission means 60 constitute a reception side data form converter. A fixed length frame to apply synchronizing consecutive communication is decomposed into a prescribed number of packets being fixed length packets with shorter data length at all times by the decomposing means 50. A packet composing and sending means 100 gives a location in a frame to each packet to allow the reception packet decomposing means 200 to detect a missing packet in composing frames again and the synchronizing protection of the frame is attained by compensating the missing part by reading the data received at one preceding frame. The packets decomposed by the packet decomposing means 200 are sent from a transmission means 60.
