A U-shaped container was prepared for generating hydrogen gas. The container was made up of a solid state dielectric substance whose dielectric strength and dielectric constant are very high. Water is filled to the container so as to be a liquid sate dielectric substance whose strength and constant are lower than those of the substance. Hydrogen gas is generated when a high voltage is supplied to the electrodes equipped to both sides of the solid state dielectric substance.
