The measuring and dosing device has a liquid-tight housing (1) with a heat-insulating casing (4). The housing (1) surrounds with play a filter (5), a measuring counter (7), a two-way on-off valve (6) as well as a non-return valve (8) between the measuring counter (7) and an outlet pipe piece (16) for the dosed material. The housing (1) is connected to inlet and outlet pipes for a liquid heat transfer medium. With the aid of the liquid heat transfer medium which can be conducted through the housing (1), the viscosity of the mass to be dosed which is situated in the device is kept at an approximately constant value even in the case of relatively large pauses between dosing operations. <IMAGE>
