The device comprises a rigid telescopic sheath formed from tubes 10 and 11 fitted one into the other, the ends whereof are provided with opposing annular flanges 2 and 3, an inflatable annular chamber 12 fitted onto the said sheath between the flanges 2 and 3, an outer tubular envelope 4 whose ends are connected to the flanges 2 and 3 and which surrounds the inflatable chamber 12 in a manner such as to retain it radially, and elastic restoring means 5 stressing the flanges towards one another.
