The present invention relates to a method by which a terminal transmits uplink control information and an apparatus therefor, and more particularly to a method by which a terminal configuring carrier aggregation (CA) or dual connectivity (DC) transmits uplink control information via a second cell (SCell) and an apparatus therefor. In particular, according to the present invention, the method by which a terminal transmits uplink control information comprises the steps of: dividing a plurality of cells controlled by a single base station into two or more cell groups, and controlling the cell groups; and transmitting uplink control information for each of the cell groups; wherein one or more SCells included in each of the cell groups transmit the uplink control information via a single cell having a PUCCH transmission function configured for each of the cell groups.
