PROBLEM TO BE SOLVED: To enhance the advertisement effect of a content.SOLUTION: A distribution device includes a distribution unit. The distribution unit distributes control information to a terminal device that receives a first content and a second content which is displayed together with the first content. The control information causes the terminal device to execute: a display procedure for displaying the first content and the second content which is distributed to the terminal device in response to a distribution request transmitted from the terminal device in displaying the first content; a detection procedure for detecting a user operation performed to the first content displayed on the terminal device; and a changing procedure for highlighting, when the user operation is detected in the detection procedure, the second content relative to the first content.SELECTED DRAWING: Figure 3
