PROBLEM TO BE SOLVED: To provide a group extraction method or the like for achieving information sharing of terminal devices with each other in a real space.SOLUTION: A grouping condition notified at a start point in a real space is used to extract a part of a plurality of terminal devices belonging to the real space, as a group. A cost map creation part 41 uses the point information and/or terminal information of each terminal device to create a cost map due to arrival cost to the start point. A real space area extraction part 43 extracts a real space area by the arrival cost by using the cost map. A group extraction part 45 extracts terminal devices matching the grouping condition from terminal devices existing within the real space area, and groups the terminal devices. Further, the reduction or the like of the load of a management service is achieved by performing aggregation about collection and distribution of information between the management server and terminal devices.SELECTED DRAWING: Figure 1
