PURPOSE: To enable manufacturing of a liner exhibiting completely isotropic behavior between explosive moldings in a predetermined reproducible manner, by using a specified low carbon iron material. CONSTITUTION: Low carbon iron material has a super fine-grain structure with the grain size of less than 100μm, with the dissolved carbon content of less than 0.01% (weight percent) and with a surface reduction rate of 80% or more in destruction. The molten raw iron is refined by initially adding oxygen for production of molten iron having the carbon content of less than 0.01 weight percent up thereto and the refined molten iron is deoxidized and cast by slowly adding powder aluminum to the molten material. The cast material thus obtained undergoes a hot rolling in a hot wide-band rolling machine to set or produce a constant very homogeneous iron structure which depends on the temperature and the deformation with the grain size of 100μm. The reshaping temperature during the hot rolling must be higher than 850 deg.C. Thereafter, an explosive charge liner with a desired shape is formed from a hot rolled steel plate.
