<p>PURPOSE:To transmit the still picture in a short time with low cost terminal unit, by omitting the transmission of the video element information related to blocks, when the block control information instructs the skip and line feed of the blocks with the arrangement information. CONSTITUTION:The scanning information of the still picture is transmitted with the synchronous information, block control information and video element information, and the block control information includes the arrangement information of blocks and a plurality of chroma information. The video element information selectively designates the color of each video element at the block out of the color information of a plurality designated with the block control information, to omit the transmission of video element information and the skip of blocks with the arrangement information by the block control information. Thus, the still picture can be transmitted in a short time by using terminal unit of low cost.</p> |
