PROBLEM TO BE SOLVED: To start a pump at a power outage time by operating the pump intermittently at a stopping time where charging and discharging are not conducted, and circulating supply electrolyte to a battery cell. SOLUTION: When a pump P is stopped at a stopping time, self discharging occurs in the battery cell 1 of a redox flow battery, and there are times when electromotive force is very small at an emergency time. By intermittently operating the pump P periodically, electrolyte is supplied to the battery cell 1 so as to generate the electromotive force at all times. At least two kinds of battery cells such as a first battery cell into which a first barrier membrane having little self discharging is incorporated, and a second battery cell into which a second barrier membrane having more self discharging and good battery efficiency comparing to the first barrier membrane is incorporated are preferably provided. Preferably, an uninterruptive service power supply for starting the pump is provided, a generator for starting the pump is provided and a motor can be used both as the motor portion of the generator and the motor portion of the pump, or providing other battery for starting the pump. |
