PROBLEM TO BE SOLVED: To easily control a maximum flow rate in a full lever operation position of an operation lever without influence of a load. SOLUTION: In this flow controller, a differential pressureΔP between a pressure of pressure oil on the upstream side of each operation valve 4 and a pressure of the pressure oil on the downstream side thereof is kept constant by each back-and-forth differential pressure constant means 5. As a result, a flow rate Qa is singly decided on as a maximum flow rate Q according to a maximum opening amount A0 regardless of fluctuation of a load, i.e., fluctuation of the differential pressureΔP. Opening amount limit means 18, 19 limit the maximum opening amounts of the respective operation valves 4 to control the maximum flow rate of the pressure oil supplied to a hydraulic actuator 2. As a result, the maximum flow rate in a full lever operation position Sf of an operation lever 3 is changed into QA, QB, QC.
