A magnetic recording and playback apparatus of color video signals capable of recording and playing back a signal in color carrier wave with a constant signal by frequency conversion, was composed of a variable oscillator circuit(16), a phase comparator circuit which compares an oscillation signal or a signal divided into different frequency ratios with a signal of predetermined frequency or a signal multiplied by a different multiplication ratio.
