A horizontal arm (3) which carries a load (1) on one end, is attached to a vertical support frame (4) by means of a horizontal pivot location (10). A flexible tension element (8), such as a chain or a cable, is attached to the load arm (3), between load (1) and pivot (10) but closer to the pivot. The other chain end is attached to a tension spring (7) at the top of the support frame. When the load arm is horizontal and balanced, the spring extension is equal to the active chain length. This is the distance between a jockey pulley (9) and the point where the chain is attached to the load arm.
