A nuclear fuel element comprises at least one unitary sintered refractory metal sheet having an inner zone wherein particles of a fissile actinide fuel are uniformly dispersed and an outer zone free from fuel particles. The metal in powder form is mixed with an organic binder, plasticizer, wetting agent, and fuel particles, and the mixture is formed into a thin sheet; similar sheets without the fuel are attached to each face of the sheet by means of an adhesive and the whole dried and sintered in hydrogen or an inert gas or in vacuo to form an integral metal matrix. Suitable metals are stainless steel, W, Mo, Cr, Ti, Zr, V, Nb, Ta, Fe, Ni, and alloys thereof. The binder may be a high molecular weight thermosetting or thermoplastic resin or elastomer, several examples of which are given; methyl cellulose or polyvinyl alcohol may be used as a water soluble binder. The fuel may be in the form of small spheres of oxide, carbide, nitride, or metal. In examples, the fuel is UO 2 enriched in U235 and the metal is Mo, W, or Ta. Some of the coated sheets 20 may be corrugated before sintering and attached to plain sheets 21 to form a fuel element with coolant passages as shown in Fig. 4.
