A composite for use as a sound and heat insulator is disclosed. The composite consists of a vinyl film and layer of cotton or other cellulosic fibers impregnated with phenolic and other resins. It is formed by laminating a calendered vinyl film to a formed cellulosic layer by a vacuum forming process. The resulting composite is easy to install, has superior strength and sound transmission loss performance characteristics.
