The noise insulating panel, has a damping layer (3) with a series of cuts (4, 5) in its top (1) and/or bottom surface (2). These cuts (4, 5) may extend into the damping layer in a direction perpendicular to its surface or at an angle to the surface. Pref. the damping layer (3) is of foam plastics and is enclosed between two sheets of bitumen paper. The cuts (4, 5) may be of differing depths, or all of the same depth and the bottom surface (2) of the damping layer (3) may be profiled.
