PURPOSE:To attain a circular notice function which enables an operator to add the opinion of the operator etc., repeatedly to a fit of received information by patrolling designated plural locations of transmission in the designated order and communicating at the locations. CONSTITUTION:A communication control means (b) transmits the information of transmission destination and patrol communication order (patrol information) together with a bit of picture information to the following transmission destination based on the patrol communication order designated by a designation means (a). The communication control means (b) comprises a reception means (c), an information input means (d) to add a bit of new information to a bit of received information, and a transmission means (e) that transmits the information added/corrected through the means (d) to the following transmission destination. The information input means (d) comprises an input means (f) and a storage means (g) to store the received information, and executes the writing and the correction of information via a storage means (g). Further, the communication control means (b) decides whether an equipment at the transmission destination is of the same type as the self-equipment or not, and executes the patrol transmission herein described.
