The system constructs a flexible protective structure for the bottom and/or banks of a watercourse etc., this comprising a flexible underlay onto which concrete components are placed. The underlay (9) is indexed over the table of a concrete-vibrating machine (1), and the concrete blocks (10) are formed in the vibrating machine using a mould placed on the underlay. A plant or plate can be inserted between the underlay and table top, successive planks (5) being indexed under the underlay as far as the machine and then conveyed away by a further transporter. They can be delivered to the machine spaced apart, but conveyed away close together.
