ENCODING CONTROL METHOD AND ENCODING CONTROLLER USING THE METHOD

PROBLEM TO BE SOLVED: To provide an encoding control method and its device for improving an encoding speed and reducing an encoding quantity. SOLUTION: An encoding controller 20 is placed on the prestage of an encoder 2. This controller is provided with a judging pre-processing part 22, extracting the high-frequency component of an image by a high-pass filter, a judging part 30 finding the image of fewer high-frequency components and an instruction part 32 instructing a quantizing part 6 to reduce the found image. For the image with low importance, the number of quantizing levels are reduced for reducing a coded quantity.
