PURPOSE:To decrease the burden on software controlling transmission, and to improve the throughput of the data transmission by exchanging the all data on the basis of a frame without executing communication on a data link level. CONSTITUTION:When the data are transmitted from a data terminal (DTE) 1 through a packet exchange network 2 to a DTE 3, the address of the DTE on a transmitting side and the address the DTE on a receiving side are written to the address area of the frame, necessary items are written into the area concerned, transmitted to the packet exchange network 2 as packets, and the packet exchange network 2 transmits the data to the DTE 3 as the packets on the basis of the frame. When the DTE 3 responds, the addresses of the DTEs on the transmitting side and the receiving side are written to the address area of the fame, the necessary items are written to the area concerned, and transmitted to the packet exchange network 2 as the packets. Thus, the burden on the software in a transmission control part is reduced, and the throughput of the data transmission can be improved.
