The ventilating system for rooms or for industrial process plants has a waste heat recovery and utilisation system. The arrangement has a group of thin radial plates whose edges are connected to the channel walls and form channels. The ends of these channels are connected in alternating pattern with inlet and outlet openings and air flows in counterflow in this system. The heat exchanger plates (3) have longitudinal edges connected to two concentric cylindrical or conical outlet pipes (1, 2) forming a group of sector shaped cross section channels (4), distributed around the inner tube (1). The inlet and outlet openings are divided by concentric rings (5, 6) so that groups of channels are connected to the annular outlet channels (7, 8). Inner annular channels (7) accommodate the blower or pipe connections (11, 12).
