The device is for cross-cutting material strips, particularly paper strips in the production of paper bags and is equipped with a groove shaft which has a cutting groove. Working in conjunction with the groove shaft is a blade shaft located in revolving face discs eccentric to their shaft. The blade shaft is driven by a face wheel fitted on it, and in turn by an intermediary wheel freely rotatable in a face disc and coaxial to a central wheel. The central wheel (13) is connected to a lever (19) controlled by a curve (21). The lever, corresponding to the required cutting blade position, causes the central wheel (13) to be rotated forwards and backwards.
