The protective surface for a bank comprises a mat formed of two layers of plastic material between which a cement mixture is pumped and allowed to harden. The mat is laid in panels. Initially alternate panels (1a, 1c) are filled with the hardening mixture, which is allowed to set, forming convex edge walls (6) where the filled panels abut those remaining empty. The remaining panels (1b) are then filled, creating a leyed joint between adjacent panels preventing relative movement perpendicular to their plane. The plastic walls of the panels are typically welded together at points (8) forming a mixture of interconnected cells.
