PROBLEM TO BE SOLVED: To promote the growth of plants by partially arranging a hardly water-permeable evaporation suppressing material on a water-permeable sheet, supplying rainwater to a slope, and suppressing the evaporation of moisture from the slope to retain the heat of the slope. SOLUTION: A drying preventing sheet 1 is formed of a water-permeable sheet and an evaporation suppressing material partially arranged thereon. The part having no evaporation suppressing material arranged thereon is water- permeable to supply moisture to a slope, and the part having the evaporation suppressing material suppresses the evaporation of moisture from the slope. As the water-permeable sheet, a one becoming water-permeable after the lapse of a desired time after arranged on the slope is used. As the evaporation suppressing material, a material never loosing the hardly water-permeable property during the period of germination and rooting of seeds such deformable water-permeable sheet, porous water-permeable sheet, water absorptive fiber or the like is used. Both the water-permeable sheet and the evaporation suppressing material preferably consist of microbially degradable ones gentle to the environment.
