PROBLEM TO BE SOLVED: To provide a miniature optical element having a large numerical aperture. SOLUTION: The optical element 100 has a substrate 101 comprising a first optical material and a second optical material different from the first optical material in refractive index. The substrate 101 has a concave part 101B having a rotational symmetric or nearly rotational symmetric shape. The concave part 101B has been filled with the second optical material and forms a lens 102. The first optical material is, e.g. quartz and the second optical material is, e.g. silicon nitride(SiN) or gallium phosphide(GaP). The optical element 100 can be miniaturized by reducing the size of the concave part 101B.
