PROBLEM TO BE SOLVED: To appropriately perform disposal of chip generated along with turning. SOLUTION: A molten part 14A for forming a high hardness chill layer is formed on the surface 14 to be turned of a workpiece by locally radiating a high density energy beam such as an electron beam or a laser beam, and the turning is performed on the surface 14 to be turned forming the molten part 14. The chip generated along with turning can be easily segmented by a pitch L of the molten part 14A and the chip can be prevented from getting entangled with the workpiece or a turning tool by being extended long.
