The shaft (2) is axially hollow, and in the hollow part (3) a rod (4) is freely inserted whose one free end is connected to fixed base plates (5), whilst its other end emerging from the shaft bears a bearing housing (6), in which a component (11) for rotating a housing, and the operating ratchet (8) are provided. he housing carries a oil hydraulic operating cylinder (13), working in conjunction with the operating component (11) for producing the housing rotary movement.
