PURPOSE:To enhance a breakdown strength without sacrificing other characteristics by a method wherein an oxide film on a face coming into contact with an electrolytic solution of a collector is removed. CONSTITUTION:The following are provided: a separator 3; one pair of polarization electrodes 1, 2 which are arranged so as to be faced via the separator 3; and one pair of collectors 4, 5 which are arranged so as to sandwich the polarization electrodes 1, 2. The collector whose oxide film has been removed and treated is used for a face coming into contact with an electrolytic colution of at least one out of the pair of collectors 4, 5. As a method to remove the oxide film, i.e., a descaling method, a mechanical treatment, a chemical treatment, an electrochemical treatment and the like are available in addition to a polishing treatment; the mechanical treatment is excellent because its effect is comparatively large and problems such as a treatment oh a waste fluid and the like are hardly caused. Thereby, it is possible to effectively enhance an element breakdown strength without using a special high-cost metal material. |
