摘要 <p>PURPOSE:To reduce block distortion visually entirely by varying a block division method for each signal component of a picture signal so as to deviate a position of a discontinuous point caused by coding. CONSTITUTION:A frequency divider 81 divides a picture signal 200 into n-set of frequency bands and clock coding devices 11-1n apply different block division to apply block coding and a multiplier 82 multiplexes the result and outputs the result to a decoder 301 as a coded signal 201. A decoder 301 uses a demultiplexer 83 to apply inverse processing to the multiplexer 82 to demultiplexes the coding signal 201 for each block coder and inputs the result to block decoders 21-2n and inverse processing to block coding is applied as decoding and a signal adder 84 adds the signals to obtain a deciding signal 202. Thus, the block border is deviated in the n-set of frequency bands and the block distortion is hardly observed even with a high compression rate.</p>
