The composite building element has an external shell made of plastics. An inlay with filler material is mounted in the external shell, and a frame, with its sides bounding the shell, presses a layer of insulating material against the inlay. On the inside there may be a plasterboard or other panel. A plastics mass may be introduced between the frame and the sides of the shell, forming a bond. The inley may be joined to the shell by a layer of plastics applied to the latter, and the inlay itself may be in the form of a plastics layer foamed and retaining a filler substance. The insulating material may be stone wool or glass wool. The frame may be of galvanised sheet steel.
