A soluble buffering agent such as an alkali metal hydroxide, alkoxide or carboxylate, an alkaline earth or other metal carboxylate, or a quaternary ammonium. hydroxide may also be present. The esters may be t-alkyl esters of phosphorus acids, chromic acid, vanadic acid, polycarboxylic acids or substituted monocarboxylic acids.
