An agglomerate of CaO and Ca(OH)2 the thickness of which does not exceed about 0.2 inches, characterized by the ability to disintegrate in the presence of water into particles sufficiently small as to stabilize soil. The agglomerate is produced by continuously compacting at room temperature a mixture of the two components wherein the amount of CaO is between 40 and 60 percent of the total weight.
