FIELD: medicine. ^ SUBSTANCE: present invention concerns medical preparations, particularly a saturated powder to make a formulation with improved solubility and/or bioavailability of at least one active substance, containing a particle-like inert solid base, impregnated with a fluid medium containing hydrophobic and hydrophilic phases, at least one surface-active substance and at least one active substance. The powder is characterised that the active substance (the active substances) is (are) dissolved in one said hydrophilic or hydrophobic phases and in as a suspension in the other phases.
