The present invention provides a technique for providing a social network service (SNS) for a neighboring terminal by forming an ad-hoc relationship network based on a moving cell. According to an aspect of the present invention, a platform for providing an SNS based on a moving cell comprises: a service connection address providing unit to provide a service connection address of an SNS service platform for a mobile terminal based on a moving cell when the mobile terminal connects to a network using a moving cell connection address; a neighboring terminal group generation unit to obtain a location of a mobile terminal connected using the service connection address, and dynamically generate a neighboring terminal group for each mobile terminal based on a connected moving cell; and an SNS providing unit to provide at least one among a chatting service and a content sharing service based on the neighboring terminal group.
