PROBLEM TO BE SOLVED: To obtain a system in which the waiting time by a user can be reduced in a mobile environment by allowing a user to select information to be obtained, allowing the user to communicate data related with the selected information to an information base, and allowing an information receiving means to output the received information by a voice. SOLUTION: A character broadcasting transmitting part 102 always transmits a menu character string and the ID of PCM data by using character information. A selected information receiving part 103 receives the ID of the information selected from the menu by a user through radio communication such as a portable telephone and PHS. A PCM information storing part 104 transmits the PCM data of the information with the ID to be transmitted to the user to an information transmitting part 105 based on the ID received by the selected information receiving part 103. The information transmitting part 105 transmits the PCM data obtained from the PCM storing part 104 through radio communication to the user. A D/A converting part 3041 of a mobile terminal 30 D/A- converts the transmitted PCM data, and reads voice information.
