PROBLEM TO BE SOLVED: To provide a packet communication system which can change the transmission rate of a downlink packet, while preventing the throughput from being reduced, due to the deletion of the packet stored in the transmission buffer 11, and provide a packet communication method. SOLUTION: The packet communication system for transmitting a packet at a predetermined transmission rate includes a packet size management part 14 configured to change the size of the packet in accordance with the available state of the transmission buffer 11 for storing the packet when changing the predetermined transmission rate (from Tx1 to Tx2).
