<P>PROBLEM TO BE SOLVED: To provide an actuator which has a superior durability and has desired vibration characteristics and to provide an image forming apparatus with the same. <P>SOLUTION: The actuator 1 has a frame-like support section 29, a moving plate 22 having a light reflecting section 221 provided on the inside of the frame-like support section 29, and two sets of connecting sections 20 and 21 for connecting the support section 29 and the moving plate 22 to turnably support the moving plate 22. The connecting section 20 has a pair of elastic members 25 and 26 and the connecting section 21 has a pair of elastic members 27 and 28. On the elastic members 25-28, piezoelectric elements 51-54 are bonded via a bonding film 3.
