PROBLEM TO BE SOLVED: To provide a mobile communication system in which a target radio network controller decides a PtP (Point to Point) system or a PtM (Point to Multipoint) system correctly and notifies a radio terminal that the transfer of content data of a MBMS (Multimedia Broadcast Multicast Service) is started. SOLUTION: The system includes a first radio network controller 3a, a second radio network controller 3b, and a network connecting the first radio network controller 3a and the second radio network controller 3b. When a management right of one of radio terminals 1 is transferred from the first radio network controller 3a to the second radio network controller 3b, information of the service for the one of radio terminals 1 is transferred from an SGSN 4 to the second radio network controller 3b after transferring the management right from the first radio network controller 3a to the second radio network controller 3b.
