PROBLEM TO BE SOLVED: To make it possible to suitably perform transmission of a message to a communication terminal using a plurality of communication networks.SOLUTION: A GMSC/AS20 and a P-CSCF40, constituting a message transmission system 2, determine a communication network to which a UE80A is being connected at a transmission destination determination section 24 and a transmission propriety determination section 44 on the basis of connection destination information containing in-zone information of the UE80A held by an HSS30 and information representing that the UE80A changed a communication network to be connected, and transmit an SMS to the UE80A by using the communication network.SELECTED DRAWING: Figure 4 |
