PURPOSE: To prevent an engine speed from achieving a clutch-on rotating speed, and to accurately control the engine speed, by delaying ignition timing from ignition timing at a first prescribed value when a throttle opening sensor does not detect throttle opening changes and the engine speed is between the first prescribed value and the clutch-on rotating speed. CONSTITUTION: A specified rotating speed smaller than an established rotating speed is called as the first prescribed value n2, and the established rotating speed is called as the clutch-on rotating speed n4. This engine speed control device 40 is provided with an ignition timing delay controlling means for delaying from ignition advancing amount (n) at the first prescribed value n2 when the engine speed NE is between the first prescribed value n2 and the clutch-on rotating speed n4. When the throttle opening sensor does not detect changes in the throttle opening, the ignition timing delay controlling means is actuated to control rotating speed.
