PACKET PROCESSING SYSTEM, PACKET PROCESSING METHOD AND PROGRAM

PROBLEM TO BE SOLVED: To provide a packet processing system capable of positively avoiding discard of a packet due to congestion without requiring the necessity of providing a large-capacity internal buffer to each packet transfer device.

SOLUTION: A plurality of transfer devices 1 and an external buffer device 2 are mutually connected via a switch 3. When an own device becomes a high load status, each of the transfer devices 1 stores packets which cannot be treated by the own device into an external buffer device 2, and processes the packets stored in the external buffer device 2 at the time point when the load status of the own device becomes a low load status.
