PROBLEM TO BE SOLVED: To provide a high-pressure discharge lamp and a lighting device with insect attraction or the like reduced and capable of restraining degradation of visibility and good luminosity of color rendering property. SOLUTION: The high-pressure discharge lamp 1 is provided with an arc tube 2, a translucent protection tube fitted so as to cover the arc tube, and a light-blocking film 4 mainly composed of compound oxide particles absorbing light of 500 nm or less and transmitting light more than the former, formed on an outer face on an inner face of the protection tube, and having light blocking rate to be 15 to 40% of wavelength 450 nm as an optical property.
